The CIA has become the preeminent hacking operation, spying on people worldwide, according to WikiLeaks' publication Tuesday of leaked
internal documents.
To hide its operations, the CIA routinely adopted hacking techniques
that enabled them to appear as if they were hackers in Russia,
WikiLeaks said.
But nearly all of the CIA's arsenal of privacy-crushing cyberweapons
have been stolen, WikiLeaks said, and the tools are potentially in the hands of criminals and foreign spies.

Yeah, but it is not the CIA's job to spy on Americans on American soil. Pretty sure that is a big no-no, least it used to be before Obama.
Yet, most of the stuff that has come out... hacking phones and TVs to
turn them into spybots... appear to be things they wanted to use for
just that.
