Plastic bullets are used by some law-enforcement agencies... I think Israel has used them, and some of the US armed forces issued them to their MPs during Gulf War I. That said, they are sometimes lethal.

That's a tough question to answer. I think it's both. I have been wondering and thinking about how technology either brought out more idioticy and weirdness or just changed people's personality to be more self-centered. Might be both.
It's just amazing how people will say one thing in person and post another on the Internet. Personally, I tried to be consistent in both my Internet and in-person personallity. It really does matter what you say or do online because it's now archived and searchable. I try to be careful with what I post online because it is a reflection on me and potiential employers can find me easly. Same thing with how I act in person as well.
