    Molotov cocktails are not explosive devices, they are incendiary devices. It
    is a violation of Federal Law to manufacture or posses them without
    registering them as a "Destructive Device" and paying the tax stamp. Believe
    it or not, you can legally own grenades & such, it takes some paperwork with BATF and $200 for the tax stamp.
